Ho Chi Minh City: Vingroup Corporation hopes Ho Chi Minh City will expedite legal procedures to commence the Can Gio Sea-Reclamation Urban Area project on the occasion of April 30th this year.
The above information was stated by Ms. Cao Thi Ha An, Project Development Director of Vingroup Corporation, during a meeting with the Ho Chi Minh City People’s Committee on the afternoon of March 6th. Accordingly, she expressed the desire for the City People’s Committee and departments to support the acceleration of legal procedures completion so that the enterprise can commence the Can Gio Sea-Reclamation Tourist Urban Area project on the occasion of April 30th, celebrating the 50th anniversary of the country’s reunification as targeted.
Previously, in the project’s environmental impact assessment report, the investor, Can Gio Tourist Urban Joint Stock Company (a member of Vingroup Corporation), planned to implement this complex from April this year, completing it by 2030.
To date, the Can Gio Sea-Reclamation Urban Area project has completed the detailed planning approval stages of 1/500, the environmental impact assessment report, and the project feasibility study reportโฆ However, some other procedures are still awaiting approval and need to be expedited if the commencement is to take place as scheduled.

In addition to the desire to expedite the project’s legal procedures, Vingroup also proposed that Ho Chi Minh City consider and approve the assignment of a group member to research and develop a tourism development project. The project will be built on the basis of ensuring forestry environmental protection requirements, biodiversity conservation, and submitted to competent authorities for consideration and approval in accordance with the law.
The Can Gio Sea-Reclamation Tourist Urban Area is located in Long Hoa commune and Can Thanh town, Can Gio district. The project has a planning area of approximately 2,870 hectares, including 4 sub-areas A, B, C, and D-E, with a total investment of nearly 9 billion USD, a population scale of nearly 230,000 people, and the ability to receive 8-9 million visitors each year. The project’s development goal is to become a sea tourism, resort, smart city, high-tech service, housing, and hotel urban area.
The project has just been approved for detailed planning 1/500 by the Ho Chi Minh City People’s Committee earlier this year. According to the investment policy adjustment decision in June 2020, the project’s scale was increased from 600 hectares to 2,870 hectares. The total investment capital is more than 217,050 billion VND (equivalent to nearly 9 billion USD), of which nearly 33,000 billion VND is equity. The project operates for 50 years, with a deployment progress of 11 years.
According to the Ho Chi Minh City planning for the 2021-2030 period, with a vision to 2050, which was just approved by Prime Minister Pham Minh Chinh, Can Gio district will become an ecological urban area, preserving the biosphere reserve, focusing on developing the marine economy, especially transit ports and free trade zones; logistics transportation, tourism, marine ecological urban areas, and renewable energy. To achieve this goal, in addition to the sea-reclamation tourist urban area project, Ho Chi Minh City also has the Can Gio international transshipment port project, with a total investment of about 6 billion USD.
