Vingroup has proposed investing in a high-speed urban railway connecting downtown Ho Chi Minh City with Can Gio. The project has a designed speed of 250 km/h and a capacity of 30,000 – 40,000 passengers per hour. The Ho Chi Minh City Department of Transportation is considering updating it into the planning.
The Ho Chi Minh City Department of Transport has sent an official document to the Ho Chi Minh City People’s Committee regarding the assignment of a focal point to guide Vingroup Corporation in carrying out the procedures for proposing a high-speed urban railway line connecting the center of Ho Chi Minh City with Can Gio district.
According to this document, the Department of Transport stated that, according to the Ho Chi Minh City planning for the period 2021-2030, with a vision to 2050, Can Gio is one of the city’s five satellite urban areas. At the same time, the technical infrastructure development plan (urban railway) includes the content of researching and developing potential routes connecting with the Can Gio sea encroachment tourism urban area.
This is urban railway line No. 12, with the starting point in District 7 and the ending point in the Can Gio sea encroachment tourism urban area.
According to Resolution No. 12 of the Ho Chi Minh City Party Committee on the development orientation of Can Gio district to 2030, this island district will be built and developed into a coastal city characterized by a green growth, smart, and environmentally friendly urban area.
In which, high-quality resort eco-tourism is the spearhead, the technical and social infrastructure system develops rapidly, people’s lives improve, and the state management apparatus is streamlined and effective.
By 2030, Can Gio district will basically become a high-quality resort and eco-tourism city, capable of regional competition.
Thus, according to the above planning and development orientation, Vingroup Corporation’s proposal to participate in the preliminary research on the investment plan for the high-speed urban railway line connecting the city center with Can Gio district has a basis for consideration.

250 km/h high-speed rail, with an investment of around 4 billion USD.
Previously, on March 17th, Vingroup Corporation submitted a document to the Ho Chi Minh City People’s Committee and the Ho Chi Minh City Department of Transport, proposing to invest in a high-speed railway connecting the city center with Can Gio. The proposed route alignment has been established in the Ho Chi Minh City planning for the period 2021-2030, with a vision towards 2050.
According to Vingroup’s proposal, the project will have a double-track scale, 1,435mm gauge, elevated, with infrastructure designed for a speed of 250 km/h and an axle load of 17 tons/axle. Two depots are planned to be located in District 7 (20ha land area) and Long Hoa commune, Can Gio district (39ha land area).
In terms of operational capacity, the train can transport 30,000 – 40,000 people/direction/hour. The project’s preparation and implementation phase is expected from 2025 to 2028. According to preliminary calculations, this project has an estimated capital of approximately 102,370 billion VND (4.09 billion USD).
